On March 30, construction of Hangzhou-Shaoxing-Taizhou Expressway (Taizhou Section), in which STEC invested 8.63 billion yuan was started formally. This project is Zhangjiang Provincial first PPP Project implemented in the form of government procurement and will explore a new way for Zhejiang Province to defuse the problem of construction funds for major projects in the future.
Hangzhou-Shaoxing-Taizhou Expressway Project is another significant investment and financing project invested by STEC in Hangzhou after Hangzhou Qianjiang Tunnel Project and Wenyi Road Tunnel Project etc. As a “integrated service provider for construction and operation of urban infrastructure”, STEC will shoulder multiple identities including project investor, project builder and service provider for later operation from the determination of the ten billion-level investment and financing scheme to the construction and later operation and maintenance of road infrastructures so as to achieve the service and management of the project in the full life cycle.
Hangzhou-Shaoxing-Taizhou expressway, which connects four regions including Hangzhou, Shaoxing, Jinhua and Taizhou and interchanges with five expressways, namely Qianjiang Channel, Hangzhou-Ningbo expressway, Shaoxing-Zhuji expressway, Ningbo-Jinhua expressway and Taizhou-Jinhua expresses and five national and provincial roads, is a north-south main artery passing through middle, eastern and southern parts of Zhejiang Province. Taizhou Section of Hangzhou-Shaoxing-Taizhou expressway with the journey of 45.19 kilometers, design speed of 100 kilometers/hour and four lanes in both directions will border the Hangzhou metropolitan economic zone to the north and Taizhou-Wenzhou coastal industrial belt to the south after completion. It not only can relieve the traffic pressure of Shangyu-Sanmen expressway and Zhuji-Yongjia expressway, but also will become the quickest channel between Shanghai and Shaoxing, Shanghai and Taizhou, and Shanghai and Jinhua etc. In the future, the interval when starting from downtown of Taizhou to Hangzhou will be decreased by nearly half an hour.
As an expressway in the mountain area, Hangzhou-Shaoxing-Taizhou expressway with more than 10 tunnels has the highest proportion of bridge and tunnel throughout the country, and the most complex geological condition, largest concentration of landslip groups and the longest distance passing through the completed area in Zhejiang Province. In more than 10 tunnels, Dapanshan tunnel bordering Jinhua with the length of about 8.7 kilometers will be the longest road tunnel in East China. Moreover, this expressway can be said to be the most beautiful and smartest expressway. It not only will connect scenic spots in Shaoxing, Xinchang, Jinhua, Taizhou and other places and be provided with small meteorological stations along the way so as to notice the abnormal weather in time, but also it will be the first expressway covered with free WIFI in the whole journey. Zhangyan, Secretary of the Party Committee and Chairman of the board of STEC attended the commencement ceremony.
