On July 31, the construction commencement ceremony for Xidian of Ninghai- Taoyuan section of G228 highway was solemnly held. The project will be built by the joint venture formed by four companies, including STEC Shanghai Tunnel Engineering Co., Ltd. and Ningbo Fubang (Holdings) Limited, with a total investment of RMB3.12 billion.

Xidian of Ninghai- Taoyuan section of G228 highway, a key construction project in Zhejiang, is 19.355 kilometers long and contains a main line and a branch line. The main line, 17.555 kilometers long, starts from the border in the north between Ninghai and Fenghua, where Xidian interchange is built and connected with old Yonglin line, its end connected with North Xinghai Road. It includes 2 tunnels, 8 bridges and 3 interchanges and is built according to the standards for two-way six-lane class-one highways. At the starting point of the branch line, Tiejiang interchange is built and joined to the main line, and the end of the branch line is connected with Yonglin line; the branch line, with a total length of 1.8 kilometers, is built according to the standards for two-way four-lane class-one highways; the designed speed of both lines is 80 kilometers per hour.

Xidian Bay Tunnel, around 2280 meters long and located at the dike section in New City, Xidian, is a six-lane submarine tunnel, also the first submarine tunnel in Ningbo. Open excavation is adopted in construction, and a number of difficulties, such as corrosion of seawater to tunnel boxes, instability of foundation pits and deformation of sea walls, must be overcome. Of 8 bridges involved in this project, 4 are sea-crossing bridges with a total length of 4,773 meters. So many bridges and such a long line, complicated soil layers, high risks and difficulties involved in beam slab installation, all these constitute thorny problems in construction.
